Seel already evolves by leveling up into Dewgong. If it's an evo or prevo of an existing Pokemon you have to come up with a NEW way for it to evolve/receive in egg form. So I can't accept this, not to mention the learnset doesn't have the levels at which it learns the moves.

You're supposed to put the full evolution chain in, so it would be
Kuruso--Full Happiness-->Seel--Lv 34-->Dewgong

Also, you'd have to put how you'd wind up with this Pokemon when breeding instead of a Seel, since prior you would breed a Seel/Dewgong and yield a Seel. So, does the Dewgong/Seel have to hold a special item, or breed with a certain Pokemon holding a specific item?

For example: Prior to Gen 4, if you bred a Snorlax(no matter what) you would simply yield another Snorlax. In gen 4, they introduced Lax Incense, and if you breed Snorlax while it holds that new item, it yields a Munchlax, otherwise you still get Snorlax. (Pokemon such as Pichu, Cleffa, Igglybuff, Tyrogue, Smoochum, Elekid, and Magby didn't have this issue, since breeding was impossible prior to Gen 2, the generation in which they were introduced.)
Also-Baby Pokemon generally don't learn moves past around lv 15, especially ones that evolve through happiness.

Also Seel is a singualar water type, so it'd be weird for this

Water / Ice ---> Water --> Water/ Ice

Ray, so far Togepi, Munchlax, and Riolu are the only baby Pokemon that evolve through happiness that I've found to learn a move beyond level 25...Meaning the majority of the baby Pokemon who evolve through happiness don't have extended movesets. 2/3 is majority, which is exactly what I said-The majority of baby Pokemon who evolve through happiness don't have extended movesets.

I agree with Leki here, please take away Blizzard, Ice Beam, Dive, baby pokémon don't generally learn good moves, except Cleffa who somehow learns Magical leaf...

ummm, well just have baby pokemon learn up to lvl 30
